The One Percent

Premise

In the wake of a controversial genetic discovery that claims to identify psychopathy before birth, a young police officer named Marcus Cole returns to active duty after emergency brain surgery, surgery that used neural tissue from Nolan Perry, the dead suspect he confronted six months earlier. Marcus begins experiencing vivid "memories" he believes belong to Nolan, making him invaluable to the investigation as a new wave of killings terrorizes the city. But as his partner Ray Castillo quietly logs the inconsistencies in Marcus's impossible knowledge, the truth begins to close in.

Setting

A mid-sized, deliberately unnamed American city, a working police precinct, a maximum-security prison upstate, and residential neighborhoods where violence hides behind normalcy. Controlled, clinical, and increasingly claustrophobic.

Tone

Controlled, creeping dread that builds through quiet accumulation rather than shock, clinical and precise, growing more fractured as the story tightens.
